Donald Mackay is an international trade consultant with extensive experience in trade policy and negotiations and free trade agreements. He has 30+ years experience in trade policy in the Americas working with governments and business organizations. He is an expert in market access, services, investment, dispute resolution, trade capacity training, and trade information systems. He has extensive experience with NAFTA, CAFTADR and Andean region trade regimes.

Mr. Mackay is a former career diplomat in the Canadian government and served as Deputy Director of the Trade Unit of the Organization of American States (OAS), where he was responsible for the coordination of the technical support to the negotiations of the Free Trade Area of the Americas (FTAA) and for the development and management of the Trade Unit’s database and information systems. He is former Executive Director of FOCAL, Canadian Foundation for the Americas. Mr. Mackay has assisted governments and business in Latin America and the Caribbean in advisory services on market access, services, and investment regimes.
